CAREER OVERVIEW
Forty years of teaching, research and consulting in the fields of natural resource economics and bio-economics with strong emphasis on fisheries, aquaculture, ocean-based industries and markets, seaports, and shipping. Recent research emphasizes applications of technology and impacts of accelerating rates of technological change on ocean and water related production and investment decisions and emerging regulatory opportunities and challenges.

Author of over one hundred reports, papers, and book chapters dealing with economic, business, and trade issues associated with environmental/economic linkages. Project manager on over one hundred interdisciplinary science/policy research projects dealing with economic aspects of complex scientific/engineering issues. Advisor to national and international natural resource and economic development agencies, small and large ocean-dependent businesses, seaport administrations, environmental organizations, and insurance and financial institutions. Expert witness before U.S. and state congressional committees, at numerous administrative law judge hearings, and in more than forty civil lawsuits involving fishery and seafood market related economic losses. Served on scientific committees of the National Research Council and National Academies of Science, and as senior economic consultant to the United Nations, World Bank, and other international organizations and various U.S. congressional committees and national industry/government councils.


Created widely used analytical tools for assessing and comparing ecosystem services and values to settle natural resource damage claims, and to manage environmental trading/banking programs. Developed fishery-related risk assessment methods for Lloyd’s of London. Ltd and other global insurers, and GIS- based global fishing fleet allocation/decision-support models for H.J. Heinz (Starkist), Van Camp (Chicken of the Sea), and other global seafood companies. Developed fishery management models, tax programs, and foreign fishing access and rental agreements for individual Pacific Island and and for regional multinational fishery management organizations. Developed and applied innovative tools for assessing environmental/economic tradeoffs associated with environmentally beneficial and innovative uses of dredged material, and for performing award-winning incremental cost analysis to compare options for $3 billion environmental restoration/dredged material placement project.  Developed economic tools for assessing and comparing ballast water treatment technologies and for evaluating alternative ballast water regulatory and compliance monitoring and enforcement programs. Led innovative projects addressing economics of enforcement and compliance in U.S. commercial fisheries.

Recent contract research has focused on the economics of emerging sensor-based technologies to manage agricultural irrigation and water use decisions, to monitor and manage coastal and estuarine water quality, and to document ship-board compliance with national and global ballast water discharge regulations.

CAREER OVERVIEW

Forty years of teaching, research and consulting in the fields of natural resource economics and bio-economics with strong emphasis on fisheries, aquaculture, ocean-based industries and markets, seaports, and shipping. Recent research emphasizes applications of technology and impacts of accelerating rates of technological change on ocean and water related production and investment decisions and emerging regulatory opportunities and challenges.

Author of over one hundred reports, papers, and book chapters dealing with economic, business, and trade issues associated with environmental/economic linkages. Project manager on over one hundred interdisciplinary science/policy research projects dealing with economic aspects of complex scientific/engineering issues. Advisor to national and international natural resource and economic development agencies, small and large ocean-dependent businesses, seaport administrations, environmental organizations, and insurance and financial institutions. Expert witness before U.S. and state congressional committees, at numerous administrative law judge hearings, and in more than forty civil lawsuits involving fishery and seafood market related economic losses. Served on scientific committees of the National Research Council and National Academies of Science, and as senior economic consultant to the United Nations, World Bank, and other international organizations and various U.S. congressional committees and national industry/government councils.

 

Created widely used analytical tools for assessing and comparing ecosystem services and values to settle natural resource damage claims, and to manage environmental trading/banking programs. Developed fishery-related risk assessment methods for Lloyd’s of London. Ltd and other global insurers, and GIS- based global fishing fleet allocation/decision-support models for H.J. Heinz (Starkist), Van Camp (Chicken of the Sea), and other global seafood companies. Developed fishery management models, tax programs, and foreign fishing access and rental agreements for individual Pacific Island and and for regional multinational fishery management organizations. Developed and applied innovative tools for assessing environmental/economic tradeoffs associated with environmentally beneficial and innovative uses of dredged material, and for performing award-winning incremental cost analysis to compare options for $3 billion environmental restoration/dredged material placement project.  Developed economic tools for assessing and comparing ballast water treatment technologies and for evaluating alternative ballast water regulatory and compliance monitoring and enforcement programs. Led innovative projects addressing economics of enforcement and compliance in U.S. commercial fisheries.

Recent contract research has focused on the economics of emerging sensor-based technologies to manage agricultural irrigation and water use decisions, to monitor and manage coastal and estuarine water quality, and to document ship-board compliance with national and global ballast water discharge regulations.
